The industry's two major office suites, Microsoft Office and
OpenOffice.org, will soon be releasing new versions. Recent research
into these versions by large government departments indicates that for
many sites, it is now 10 times cheaper to migrate to the new
OpenOffice.org 2.0 than upgrading to Microsoft Office 12. More

UNDP FOSS projesi (www.foss.bg) bir süre önce Bulgaristan'da, Internet Society Bulgaria (www.isoc.bg) liderliğinde başladı. Temel hedefi, yerel kamusal organizasyonlara insanların katılımlarını artırmak ve dar bütçelere destek olmak. Çalışmanın bir başka amacı ise bölgesel Ö/AKK (özgür / açık kaynak kodlu) merkezlerin oluşmasını sağlamak. |

I'm going to have a trip to Slovenia from Wednesday to Friday, in
order to fulfill the workshop "F/OSS in national programs" organized by
tOSSad. Luckily, OOoCon2005 is held in Koper, just 130km away from the hotel at the same time. You may check out the delicious programme of OOoCon2005 here. Feeling lucky to attend both meetings, by the way. ;-)

Peru hassed its law in favor of F/OSS |

Peru has passed its law
encouraging procurement of Free Software by the government. Please note
that the law is about Free Software, not Open Source, as opposed to
proprietary software, distinguished by license. Here's an English translation published by the Asociación Peruana de Software Libre, and here is the law itself [PDF]
. Technically, it's not official until it is published in the official
Peruvian daily newspaper, but that is pretty much certain at this point

The largest tender for F/OSS |

THE largest tender yet issued for open-source software has been
released by the State Information Technology Agency (Sita), formalising
its plans to switch from brand-name packages to the free-to-use
alternatives.
Sita is offering three-year deals to supply software
and technical support so that many of government's estimated 300000 PCs
can migrate to open source. Tender closes on October 7, link here |

Ferruh Baysu from Bilgi Publishing has sent me a copy
of the book "Just for Fun" - Yalnizca Eglenmek icin, written by Linus
Torvalds and David Diamond. The book has a very straightforward
language, translated by Cihat Tascioglu. The translator's note
scattered here and there inside the book gives a pleasant taste, too.
Interestingly, I had to look up in the Turkish dictionary reading some
of his words. I'm thankful to the publishers of this book, especially
the CEO of Bilgi Yayinevi Bilgi Kuflu, who has dictated in his letter
that open source software in general and F/OSS ecosystem in particular
is crucial for our country. |

(IOSN) has prepared a guideline which fosters public bodies and NGOs
utilization of open standards and open document formats in order to
share their documents. This easy-to-read document includes various file
types, localization, internationalizatio, IPR issues and Linux
